33.3% purchases should be refunded or else 1/3. It is a flop compared to W3 considering the time they've taken to prepare this. People expected more after so many delays and money. They were asked from their fanbase to provide an almost perfect product due to hype.

60 USD? Not really, you have to take into account the massive number of people who bought the game in the GOG store using a russian VPN, and paid 1.999 Rubles for it, wich translates in ± 21€. As one said in a comment section: "Right now there are more russian copies of CyberPunk2077 than russian citizens"

You're all talking bad about the game, but why?
I have been playing it and the game is great so far. I get it, it has quite some bugs that have to be fixed, but it's not a disappointment to justify that the game is so bad, people have to refund it....
One thing that I very much dislike (a lot more than the bugs) is the screen real estate on PC as well as the controls and control-accessibility. It's optimized for consoles and entirely copy-pasted into the pc platform. The mouse is blocked to move items via drag-and-drop within the inventory (you have to use the designated key-bindings) even though the grid-based inventory could be handled much more efficient allowing the mouse to move items via drag-and-drop. Then a lot of the screen space is wasted blank or stretched for commands that could be just way smaller, for example the settings menus and control bindings. Instead it unnecessarily forces you to scroll a lot. Sliders instead of drop-down menus or grids to pick up selections in character-creation and in many other menus.
Also Quick-Combat menu (which you open by holding down the ALT-key) has the mouse disabled, instead it forces you to use the mouse like a joystick... seriously, why !?
There is no Toggle-Aim option to toggle between aiming down sights or zooming in while moving without weapon. Also there is no Walk-Button (neither hold nor toggle) you can only run or sprint. You have to use mods and rewrite the xml files to enable this.
If they don't provide patches to all this including the reported bugs, then the game will remain between great and solid which is a 7,5/10 for me so far. I wouldn't refund it though.

I've had it preordered (and prepaid) since November 2019, so I'm not surprised. I don't regret it one bit, loving the game so far, the only thing that pisses me off is that I didn't manage to get a RTX 3000 card in time.

I'm glad a lot of people are enjoying it! I was looking forward to it, but just couldn't get into it. I know RPGs traditionally have a lot of dialog, but Cyberpunk seems to be 90/10 in favor of dialog over action. It was just way too slow for me. Maybe I lost my patience with age, who knows.
