Every single review for the last 2 gens has custome cards idling higher. So I am pretty sure it's not a lottery 🙂 How would you hack it to 500mV? You can't drag the curve in AB lower than the available minimum.

By modifying afterburner cfg.ini you can lower the minimum voltage, I mined a bit on 2080Ti at 1200mhz/625mV 😉

Idling at higher POWER. Not temperature. Besides, everyone's fans are off bellow 50s - custom and FE. No, it's not expected that same chips idling at same P8 speed, should differ 50% in power consumption.
