I do not see any chip, to me looks like an adapter to get 4 lines to each nvme unit.
Maybe is the bios of the motherboard that has to support it and you can get it for free or by keys?
Asking money to activate a raid is ridiculos, is just the evolution of the old ich9R and ich10R raid setup.

Is there anything that would prevent this from working in other systems? Or even non-Asus boards? $50 for 4x M.2 slots is a decent price if it is platform agnostic. I do understand there could be some complication using this card in many lesser mobos, since many of the x16 slots don't have x16 lanes (which a card like this needs) but if you have all the lanes, I don't see why it wouldn't work.
Since most boards don't support RAID with NVMe, you could just do software RAID.
