I did not understand what it is ? 1. Does this make a web signal to USB signal? 2. Can I connect an Internet line from the modem / computer to a TV screen via USB? And watch a movie?

It's an Ethernet to usb with an embedded network controller. It's for laptops that do not have any Ethernet ports, i.e. ultrabooks.

As @Agent-A01 said, it's a simple adapter to get Ethernet (port where stick your LAN cable). Think of it like wi-fi or card reader USB adapter, but for Ethernet. It's mainly useful if your laptop doesn't have port for lan cable and wi-fi is not available. Or if you want to get stable connection over Ethernet instead of wi-fi.
