these dimms were worked on with intel specifically, not to leave amd out, but amd just had nothing to test them with during development, so intel had advance knowledge on them.

no, that would be your expertise on qualification testing. This ram is just failing because the secondary timings are fucked up, the bios has already posted so the bank configuration is detected properly.

I think the expression is just wrongly used. They probably mean "non power of two". Everything is easier in computing when you stick to "power of two" numbers.
