You can get 18c/36t Core X99 compatible xeon E5-2696v3 with 3.8Ghz boost for 800USD sometimes even 720$ on ebay, there is tons of it right now..
Without any tweaking it has over 2400CB, I wonder using gaming motherboard that can force 3.8 turbo boost for 100% all the time and with sligh fsb overclock to 4Ghz or higher.

I wanted to get myself X399 threadripper based system, but now after discovering this Xeon E5-2696v3 I wonder if this is cheaper and can prolong my system til 2020

If I had a grand for a CPU I'd go for this instantly. No kidding. If it would not have cost me 700 USD to replace a CPU,MB,RAM I would have went with the i7 7700k. When my board went out on me I settled for the same platform since it handles 4k at ease. I don't see a need for anything more. I think 140 USD vs 700 USD, is a no brainer when you have 32 gig DDR3 2400 and a i7 5775c. I could not bring myself to replace that stuff if I didn't have to.
