Adding the "GamerZ" name tag and some flashy RGB on those will increase performance by an astounding percentage.
Jokes aside, AMD selling this "old" silicon is nothing new, is a side-way to make money in OEM market.
For people wanting something better than an APU but not willing to pay for an expensive, dedicated GPU, this is AMD's answer.

It's not exactly a re-brand as only the top reference looks like an existing card (but even then with a halved memory bus), and Polaris is good at stuff like computing and video playback. Of course there's no way you'll play any recent games on these, but I would easily see these in productivity machines without any problem.
More than likely, along with -F Intel CPUs.

That 64bit bus...these are really crap cards! I have RX560 with 128bit and is useless atm, I was hoping for something, but fuck: its taking years...

It makes sense to me. With increased OEM uptake but CPUs not having igpu like intel, low to middle budget rigs will need separate gpu, which is typically at some cost to end user and means systems less desirable. If you can cheaply reuse old hardware, update some bits for most modern requirements whilst using existing compatibility - that allows you to easily make a functional product.
It also means OEM can have full AMD rig which is cheaper for those who need office or similar tier requirements whilst waiting for new Apus to arrive.
It also means amd sells more GPUs, which is good for business!
