I haven't hit this issue with a AMD 5800x and Asus B550-f board running Windows 11. No stuttering at all.

I have a 5900X and a Gigabyte X570 Aorus Ultra on Windows 11 and no stuttering if that helps anyone.
There is a TPM module in device manager so it has TPM too.

I have 5800X and a Gigabyte X570 Aorus Master mobo and i too haven't seen any of this stuttering business. TMP 2.0 is on in my bios and also seen in Device manager.
I feel that maybe messing about with these fixes might actually cause the issue so i leave it well alone for now.

I have the issue with 5900X + Asus B-550 -F Gaming Wi-Fi so i've disabled fTPM in bios and no problem ever since.
The stutter is completely random and can happen once a week, once a month etc..

I had this issue on windows 10. i have a a 3800x and a MSI x570 MoBo, i use this workaround a few months ago and everything works fine since then

Well. This has to be one of the best heads up in a long time. On mY rig it was like watching a glitch in the matrix.
The 2 games I am into at the mo: Dirt and Senua's Sacrifice. Heck, last night the Unreal Engine 4 had a fatal error because of the stuttering, Senua was put on the back burner as I hunted down the bug to no avail and to find the answer on Guru of 3D forum. 😀
My 3600 has been throwing Wobblies as like my gfx card was ready to give up the ghost and thankfully not.
Game on guys. I'm off to play with nut job Senua. Metal health? I'm crazy too. 😕

It is their utmost responsibility to fix this and I'm glad they are doing it, but would they have done it without all the complaining? Certainly it took very long to track the root of the issue. Hmm... Hard to say what to think. AMD should certainly prioritize solving problems like these before hardware launches, since how Zen 4 is going to be any different otherwise? I wish they reorganize to make their own lives easier, since solving problems beforehand is much smoother, though I guess some issues cannot be detected without widespread usage no matter what.

AGESA 1.2.0.6 Patch C is rolling out, wonder if this is targeting the fTPM performance issues or if this is more in regards the 5800XD and upcoming CPU models particularly as AMD has decided overclocking is not going to be available for the 5800X 3D-cache variant CPU.

EDIT: Reading some more on this perhaps rather than updates to the 1.2.0.6 code there's a chance of a beta bios with 1.2.0.7 for next month and tackling fTPM then though it would be nice if this got started early for resolving this little issue.
Perhaps this just lands the last of the 5800X 3D cache processor support and the decision AMD took recently on not allowing overclocking control of it.

My Media centre has a Vega Alton dual core and yep. If I enable fTPM the darn thing stutters. Looks like it could effect one heck of a lot of AMD cpu's
