this is a great news. 😀 You can't imagine how hard is it to found PSU with latest technology with power below 500W... For my HTPC (that comsume less than 200W) i even have to adapt an SFX 300W PSU.

Almost all of the psus that are not gold/platinum certfied, Are crap. The psu is one of the most important parts, one reason i will never go cheap on those. Plus, they normally last longer, have longer warranty and are more efficient. And none of my gold psus has ever killed another component when it died. After its lifecycle its gonna be the better deal, even it costs more in the first place.

Fine for a small low power rig. I probably don't need 1500W in my main one, but a bit ov overhead is nice :P

This would be an amazing psu for anyone wanting to run a system that's not overclocked. 400 watts seems to be just right to run a non oc'd gtx 980 and non oc'd 4790. These types of system use about 350-380 watts under full load. Of course there are surely more higher wattage ones on the horizon. A 700 watt or even 600 watt version of one fo these would be an instant buy for my next build. With that high of an efficiency the fan would probably very rarely ever have to come on. The real question is how well to these do with the other types of noises like coil whine. If they can be silent in that regard then we really have a winner. When skylake-e rolls around I hope I will be able to use a 600-700 watt 80+ titantium unit.

For best efficiency and life-span of the PSU, you generally want your system to peak at 50% of the max capacity of the PSU. A 400W PSU would be ideal for a HTPC. For the system you described, a 700W PSU would probably be the ideal size.
