I have only see 1 item before with water cooling enclosed and it was an LG laptop. I suspect this has not taken off because of permeability? Maybe its not practical? You'd think if this is good we already would have this somewhere?

Despite what it says this isn't water cooling, it is a circular heat pipe. It uses a clever channel design to promote circulation of the refrigerant gases. It effectively is using the thermal expansion to "pump" itself.
