Region locking is a thorny issue. There are two options - you have it, and some people pay more than others. You don't have it and all the prices are smeared out to the average where it's cheap for Americans and Western Europeans and a high-priced luxury out of reach for people in Pakistan, Russia, Iran and other countries.
Both are problematic.

there is always a way to deal with it 🙂 (when i was child i was in a country with lot of censorship from USA 😉 ... restrain make you learn how to get free )

It doesn't seem to have disrupted the sale of reasonably-priced codes much. I just bought a code for Civ: Beyond Earth from Kinguin for EUR 19, which, if you ask me, is much more reasonable than EUR 50.

I wonder how many sites will go out of business now? I never tried any of them myself, (too scared of scamming myself) but I know plenty of people here made use of them without issue.

Not only Russia, but also in Brazil. A game priced at R$ 99 (new game) would cost for someone in the US only USD$ 36, not USD$ 59,99.
