The adapter will be attached on PCIe slot, yes. What about U2 SSD? Would it just hang around or can it be attached to something?

If I'm not mistaken, U2 drives have a standard 2.5 inch mount, like SATA SSDs.

It doesn't look like cable of the adapter is long enough to reach to its mount?

The adapter isn't. A separate U2 cable would likely be plugged into it. U2 on the drive end looks a lot like SATA but with extra pins. The only part about this product that doesn't quite make sense is why this adapter isn't rigid. A ribbon cable doesn't seem like the best approach.

There are u.2 extension cables, although they are expensive and short. It will probably be tough getting this to reach your 2.5" mount in many consumer cases. The ribbon cable in the picture is marked 200mm, so the picture is just an example and not to scale? 200mm should be 7-8".
