It was about the time. Nvidia is certainly taking long enough to get the cards out. RTX 3060 Ti was released in December (with 3090, 3080, and 3070 have been released earlier, starting from September), but this time nobody even knows when 4060 Ti might appear, yet we are already living March.

Stores still have a lot of stock of 3000 series and are not draining fast enough. I believe that 4060 Ti will take some time to be launched.

In finland we finally could by couple weeks ago 40 series FE models so im happy. Its not worth buy other cards when you slap a block on it. 3000 series cards 3060,3060Ti,3070,3070Ti 3080 are in stock but only one 3080Ti and no 3090 or Ti versions. 40 cards are all in stock only some 4090 models are out of stock.
