Single 8 pin on some 4070's already proved that.
Ryzen processor with Nvidia 4xxx graphics is the best you can get as far as energy consumption.
What's truly needed is a refresh for laptops. 8 GB VRAM up to a 4070 is completely not acceptable. Even at 1080p it gets tight and frame gen needs additional memory.
A super refresh with the same VRAM configuration as the desktops would be good.

Then you'd lose. The new connector is not without its controversy, add to it that most people are still using their existing PSUs and are getting converters which bulks the scene anyway.
But my point was about the 4070 specifically, i'd rather have 2x 8-pin than having to either buy a new psu or have converters.

How is 2x 8-Pin to 12VHPWR bulk, it's way more slimmed down than 2x 8-Pin.
2x8 needing converter is added bulk that some just dont get,not everyone has new psu that 3.0, i rather use 2x8pin then add converter into cabling mess, i would also rather have 1x8pin, and sub 200tdp

Every major PSU brand sells 2x 8-Pin to 12VHPWR cables these days for like 20 bucks. There is zero need for a ATX 3.0 PSU.
