It's PRO driver and Radeon VII is not a Pro product, despite there is equivalent in Radeon Pro... maybe you can mod the driver but you will gain nothing on normal card.

I was referring to AMD's ANN that they will add Radeon VII in future Radeon Pro driver (without the certification and such) - if you remember there was a table with details.
