Is this like an extra IHS on top of the IHS?

It's more like a clamp (cramp for those who are British or Australian) 🙂

Look at the picture... it is not. It's just an extra piece of metal around the IHS.

Novelty item...most mobo's are vertical when operational so damage would have been done/come from installation of processor.

Regardless of how rarely it would actually be useful, it comes at almost no cost to MSI to make a more sturdy mounting bracket. Someone out there, some day, will have a CPU saved from being bent thanks to a stronger bracket like this. It's a good move. That negligible amount of metal extra is worth paying for. If you're already paying $150-$400 for a motherboard what's another dollar?
