This is not in the same category at the 1060 or 1070 were, it's not meant for people coming from those or something like an RX480 or lower. It's made for budget or people new to computers for mainstream 1080p gaming. Of course you can spend more and get something better, there's literally always a higher market you can buy into(unless you're hitting the wall with say the 2080ti). Also a 1070 used for $150? Where are you find these? Ebay's cheapest buy it now is $199, and that still does not cover warranty should anything happen to the card in a year.
I had this Gigabyte G1 1070, got it for 160eur, sold it for 165eur and got ZOTAC AMP 1070 for 170eur (because gigabyte 1070 is loud when stressed, Zotac is not), then I sold that Zotac for 170eur and got Gainward Phoenix 1070TI for 220eur. There's plenty of of used cards in my small country and in local ads. I never used ebay, I don't know why would 1070 be that expensive there. You should b e able to get 1070Ti for that money, maybe a bit more. Anyway, you didn't address 5500 4GB, why not add $5 and get that instead of any 1650? Yea, there are problems but it's worth it. Also rx480 is miles better than 1650, 5500 etc.why would you take it out and put 50% slower card in? PS. I am not taking current outbreak into the account, so prices may vary depending on the place you are at. Here in Serbia we are used to buying smuggled hardware from Hungary because it's cheaper, but not atm obviously. Still, I got this 1070 Ti 2 weeks ago during quarantine here.

The gtx 1050ti is about the same price atm as the GTX 1650 brand new here in Canada which is about $200 cad ($144US) before adding 13% tax which if u ask me is too expensive for either card.
