Game runs horribly on AMD RX 6900XT.
For Piranha GTX 1060 = Radeon RX 5600 XT (LOL)
RTX 3080 can't even hit 60fps in 4K...
Also Shadow Warrior 3 has just released, nice fast paced fps game.

So Ghostwire is certainly a driver. Or they'll wait until the 25th to hit both it and Tiny Tina.

Two years plus the same bug. Heroes of the storm before alt tab GPU clocks and after alt+tab with vsync enabled 60 hz in picture.
This bug don't exist if you enable ris (radeon image sharpening) in radeon options or if you have vsync disabled. The first time you open the game the gpu usage is bad when you alt tab the GPU usage is good until you restart the pc, and then again the same loop bad gpu usage for first time you open the game until you alt tab it.
Card is rx580 sapphire pulse.
21.11.3, a driver 10 months newer, also doesn't have the problem. 21.12.x onwards have the bug.
Gave these newer drivers a try and it seems it has a bug whereby it makes the fans of the video card spin when the video card is not playing video games, this particular gpu should not be spinning fans when not playing video games.
I was thinking what the heck is my cpu doing speeding up and down, then checked HWMonitor and cpu wasn't fluctuating, but then noticed gpu fan spinning and was like wtf.... weird bug.

At least that's how it is in rDNA 1&2 and in general with every GPU that has zero-rpm ( maybe with slightly different temperature targets, every AIB can tweak the temperature targets )

The temperature was normal, it's not hot where I live at the moment... actually torrential rain haha. gpu was idle at about 45c at the time.
Went back to the previous driver I was using and all is back to normal, definitely a bug of that specific driver version.

I think I have seen this one being reported somewhere before. Assume that a lot of the issues that you all report are probably under the radar, it's just that different things have different priorities.

Don't use Vsync in this game. I don't use it. I just limit the FPS using the command

I limit it to 111 and it limits it to 115 kinda if I limit it over it stuttering or tearing

In the Blizzard Battle.net desktop app, select Settings from the Blizzard Logo dropdown.
Select Game Settings.
Check Additional command line arguements for Heroes of the Storm.
Enter -frameratecap=60 -frameratecapglue=60.
Click Done.
I have LG OLED CX Tv with 120Hz though. so I don't know how much it will affect you, better to give it as much as fps you can get because it's Multiplayer

I've downloaded the driver, unfortunately the driver was privately signed by AMD, not by Microsoft. The driver may not works with Anti-Cheat or DRM based games since they need WHQL. So There's no point parsing their signature, it's like AMD Crimson 16.2.1 for Legacy Terascale which don't have Microsoft WHQL signature on driver packages.
Do you check which driver is installed? other than Van Gogh are under Legacy INF section which don't have any file registered on system.
To check the driver work's or not for terascale, it's simple:
The GPU in Device Manager will loads amdwddmg as service instead of amdkmdap
Most Graphics DLL files are loaded in DriverStore instead of system32 or syswow64 like aticfx32/64, atiumd64/dag, amdxc32/64 at 0000 section in key:
UserModeDriverName
D3DVendorName
The GPU should load AMDKMDAG.SYS instead of ATIKMDAG/ATIKMPAG.SYS
