Fanless designs are usually a failure. They're either for super-low-power applications or require a lot of case airflow, which is not really fanless. Putting a quiet fan on a heatsink actually allows making whole computer quieter as there's less case airflow required.

no it depend on the TDP of the processor and on the box vent. exemple: 1U server or , more mainstream, the ultra low TDP i5/7 or AMD apu in AM1 of course i7 4770K at 5gig in itx is not a good exemple 🙂
