Pretty sure AMD have said its an issue with not enough water in the vapour chamber.
They did, but they also implied only a small batch was affected and they and their partners had plenty of replacement GPUs to send them to people right away without waiting. It sadly sounds like they're full of it. I really hope they'll get their act together.

its too bad that there are basically no third party high performance gpu coolers on the market these days, would at least give you the option to keep the card, since the boards themselves aren't defective. arctic stopped making their accelero coolers so I think that just leaves the morpheus II as the only option.

"What application (game/benchmark/stress test) were you using when you noticed the temperature increase?" What idiot question is that? The VGA created for gaming not idiot benchmarking...
It says game in your quote...

Yeah. One still has the option to mount an appropriate waterblock and connect it to a Radiator/Pump combo like the Barrow DARIDP-30 (among other options), though.

it's not a 7900XTX but I got pretty much the same experience except mine was self-fixable (altough you can kiss your warranty goodbye) bad contact and/or thermal paste gpu wasn't touching on a good 3rd of the surface, gpu had paste but the paste imprint on the block was missing the whole bottom of the gpu shape this gives a pretty clear demonstration of "no AMD it's not okay" INNO3D ichill frostbite 4090 fyi..maybe manufacturers should spend those 5$ to test the card properly not like they are 1000 or...2200$ !!! 😡

a casual buyer would have seen the 59°C and tought "i expected better" because benchmarking didn't give me "horrible" scores just average, nothing that says your gpu is going to die

but it would have in a few days or weeks waterblock looked like this, a very clear straight line not touching with mirror finish and all

Ive removed the HSF on every GPU ive had from the NV 7800GTX onwards and all of them have had questionable TIM application or placement.

Those days are long gone i think, hopefully it wont be long before we can buy PCB only cards, even if only FE.

So true, I did that with my 8800GT, that came with a very slim and very weak stock cooler.

Experts have been saying in the future wars will be fought over water. If the lack of water is even starting to affect valuable products like flagship graphics card coolers, I will have to admit wars over water sounds quite plausible. In the meantime, maybe the cooler manufacturer should transfer its manufacturing plant to a country with no lack of water.
