Workstation card rather than geared towards gaming, going by the info and as already mentioned in the above comments it seems to be something like a 480X2 or 495 or whatever it could have been called, taking two Polaris 10 GPU's and 16 GB of VRAM (x2) and sticking them together.
I guess that's one use of the older 480 Polaris 10 cores remaining. 😀
(Now that the 580 is out and using some tweaked variation of said core.)
EDIT:

16GB x2 memory! Interesting product aimed at professional use. They seem to have taken a leaf from Nvidia here and kept the same name as the previous dual-gpu card.
Would've been nice to see a cheaper consumer version.

But, they already have the Radeon Pro Duo 8gb - so how is this world first? 😛

Aside from the amount of memory, why would anyone chose this card?
And isn't it effective 16gb of memory? or is that not how it works in crossfire/dual cards work anymore?
I understand its for workstations, but i can't really see how this would be better for a workstation then a GTX 1080 ti for $300 less
