I thought Nvidia don't allow non-reference builds ? So will this be released as an assembly kit where you need to swap the cooler out yourself ?

According to this link it looks like it's going to come assembled. It's more or less a reference card still, only the cooler is exchanged.

nV likely wants to keep reference PCB to prevent AIB cards from reaching crazy overclocks which would increase moral lifespan of cards, which with Titan name is already high.
