While annoying however I can respect why Valve and Steam did this. I am good with this because I spent well over $5 bucks overtime that I have been a member of Steam.

5$ seem few, but don't forget that it is 5 day of food in some EU country...
in a few you will need to have 5$ in back to breathe air... another pathetic decision from major company (don't know wich is the worse origin, ubi or steam? 🙂 )

If you can only afford a dollar a day for food, you probably shouldn't be spending your time playing games on steam.
Why do people think companies should give their services away for free?
They are a BUSINESS, not a charity or government-sponsored public service.
Also, using money to deter spam scam accounts goes a long way to improving their service.
Some people.

I've been blocked from selling CSGO items bcs my last buy was 1year and 2 months before.
Now I sell on trading sites... nothing new, it has been working like that for years.

This seems more like it's designed to annoy people that buy Steam keys elsewhere than anything else.

i didnt see anything bad about this $5
first, people that even not spent $5 on steam games = not using steam
so they that not using steam service, and they wont even bother with this change...
u can write down any reason, but i believe this $5 also works if u buy from key seller / 3rd seller (humblebundle etc. as long u active with steam)
second, i am just 20+ lv steam and recently in a month got 4-5 Suspicious Private Friend Request
so we can guess how many friend request come to higher lv. people ..
not sure what those people will do, but i believe it not far tricking people with false trade

They should require credit card authentication for online gaming, or at least add an option for players to require others to be credit card authenticated. Cheaters use that $5 for their CS:GO over and over again. This solves nothing.

Blizzard did something similar to this with WoW about 4 years ago. Trial accounts and noobs of a certain level couldn't access chat or trading.
It was a way to stop gold sellers and account thieves, well meant to stop the chat spam with Chinese con men.
It didn't work but it made Blizz a shiite load of extra cash and made the figure hit an all time high of 14 million accounts.
If you are making money from Steam then $5 is nothing.
It won't help the community but it will help them make even more cash.
To me this is just a ploy to garner extra money, that's all.

Hm, not good. I always purchase games for my little brother on my account (even if it's with his own money that he gives me for it) and gift them to his account, for he has no credit card nor do our parents want to add a credit card to his account so we can control his spending and which games he gets to play.
Thus he has an account that hasn't spent any money but uses it alot and now he'll be treated like some malicious user? I imagine many parents would do the same with their kids' account, too.
What are the limitations going to be anyway? Is it just the social features or will they be completely unable to play the games they own?

Everyday on steam but dont spent money anymore and im only on steam for Skyrim they accomplish nothing with me i wont spent money with this rule i just abandon steam the idiots.

I have an account I only use as a spare to play the stray co-op game when one of my wife's younger siblings visits on the rare occasion. I think every game on there is free or something I gifted from my main account. I guess we just have to use something other then Steam for voice-chat....
