The only upside i see from a 3090 owners point of view is that there'll be another 24gb card on the table. Hopefully we 3090 owners might get to use more vram in future games. The most i've seen so far is probably around 13gb while most games run between 7-10gb. I was hoping that the 4080 will be a 16gb card too. Vram usage has gone up over the years but very slowly.
It entirely depends on the resolution you play at - i've used all 24gb in some games, and most use 16+ gb at 8k.
