If Nvidia has halted 32bit support why does it still install 32bit Nvidia container and 32bit web help service on my 64bit Windows 10

Those are probably still 32-bit, driver itself offering 32/64-bit components for 32 bit applications running under Windows-on-Windows or what it was called. Not cutting 32-bit completely but dropping the 32-bit only drivers from this branch onwards.
