And here is how you can disable the game's 30fps cloth physics cap:

Still can't play this game
Works fine, until you go outside for the very first time, and then framerate plummets to under 5 FPS
Would love to play it, but have just written it off now.

Settings?
I assume it's a driver bug but if I enable HBAO+ Ultra or what it was called the framerate drops down to single-digit no matter what other settings I use or which resolution I use so maybe that's the same error you've encountered?
(With normal HBAO+ and everything else maxed the game runs at around 40 - 50 FPS most of the time though cutscenes are a bit lower if you are downsampling from 3K or higher or what to call it.)

Ok i'm playing on maximum settings
Usually takes me around 5 attempts to load the game, as i keep seeing "ACS.exe has stopped working" and then the game crashes to desktop
Not having issues playing any other game, even other games on Uplay like Splinter Cell Blacklist
When the game eventually loads, i get between 3-6 FPS
if i can ever get it to load, ill try dropping HBAO settings as you suggested
Game seems incredibly buggy though (and i tried disabling my CPU and GPU overclocks as well)

Nah is still broken like it was before. Still many ppl have this problem.
Funny is many people report this in beta, preview, also on "gold state" version.
UbiLol never gonna learn it, it's time for them to change that problematic Anvil Engine with evry version there is new list of problems.
True is that this is the same Anvil Engine like in 1st AC just assets are replaced with ACS even downgraded, just like in CoD they are doing ;]
Shame big shame, performace also lame compared to what we have on screen, and how good SW:BF/Witcher3 look or AC:Unity

Call me stupid but if I do want cloth movement so to say, do I set 0 or 1? (I have to add the parameter manually btw, it's not there).
