According to a discovery recently made by Rafael Rivera, Microsoft is hiding or removing classic control panel in the new insider versions, it would not be too long to see this change publicly.

Microsoft has been gradually transferring options that were previously found in the Control Panel to the Configuration application, offering the same functionality but in a new design and with a new name. For now, Microsoft seems to be taking its time, since the jump from the classic Control Panel to the Settings application has been quite gradual. The company is also silent on the matter, as it has not announced when the old Control Panel will eventually disappear entirely.
