soft watcher Mary Jo Foley claims the rollout of Windows 8.1 Update 1 has been delayed from March to April because Microsoft needs a bit more time to finalize the update. A new Enterprise Mode for Internet Explorer 11 is also part of the leaked build, according to some who've downloaded it.

Sometimes I get the feeling big software makers like to throw out "leaked" previews to gauge public response. They listen to views or criticisms then fine tune or improve their product accordingly. Which could explain the delay.
