I have a 290x crossfire and 1440p resolution. Turned everything to max, except for no hairworks and no AA. I am getting 100+ fps in most situations, thanks to the 15.5 drivers.
Will try without bloom as it is requires for some after effects. Could be the problem.

Game seems to run better on my system. I'm seeing fps of 42-50 now on all high settings, AA on, but hairworks off. I have the single card and I'm using the 14.12 WHQL driver. I was getting fps of 38-45 before.
I made a profile for the game in CCC and set max tessellation to 4X. Then I turned hairworks on. The fps drop was minimal, not the 50% it was without the tessellation change, but I didn't like the way it looked. Sure Geralt's hair had more strands but his beard turned black and looked lousy to me. I like it better without the hairworks so I deleted the profile and turned hw back off.
This is one of the few games I have to play with Vsync on. Without it the world map tears badly while scrolling through it.

I an running at 1920x1200 full screen and have everything turned to Ultra except for AA turned off and these other settings I normally change in all games:
Shadows = medium (real shadows are not super crisp, so why should the be like that in a game?)
Bloom = Off (I hate Bloom)
There may be one or two other settings I have turned slightly down, but don't remember what they are.
And with those settings it ran fine without CF.
Will try without bloom as it is requires for some after effects. Could be the problem.
