Not sure if I am surprised The Division is number one or not. It seemed like such a vapid experience in the beta. Get behind cover, throw a few grenades, time your fire bursts, move onwards to the next cover-point and repeat until everyone is dead. I think we've all done that enough in video games over the last 20 years, and this game offers nothing new.
Maybe I need to understand why this style of repeatable gameplay is desirable and popular.
Some people are easily entertained. Nothing wrong with that.

When the setting/environment of a game could be interchangeable with any other without affecting the game mechanics, the mechanics become meaningless and inconsequential.
So, you could change New York, to Paris, or Moscow, or Mars, or Pluto and the game would be exactly the same, just perhaps that your character would wear different clothes.
I'll go farther and say you could change the time also, so it could be Victorian England, Medieval Europe, Futuristic Australia.
And now let's go sci-fi and have it set in a world where robotic dinosaurs rule the planet, or dystopian future where genetically engineered humans have infected everyone but them.
All of the above, and yet there I am, hiding behind cover and throwing grenades and timing shots for when other characters or players pop their heads up behind cover and I hit the trigger button.
It's vapid gameplay mechanics, no matter how one chooses to dress it up - and by appealing to the lowest common denominator of tastes, you avoid and sidestep any chance of innovation.
Games by committee and spreadsheets calculate nothing but themselves.
