A weird story this one, Intel would be releasing a 5 GHz model called Core i9-9990XE. This processor would have 14 cores with a base clock of 4.0 GHz and a Boost to 5 GHz. It would not make retail. but selected batches would be sold internally through an internal auction to system integrators.
So the processor would become an exclusive one for system builders only (the ones that can get their hands on one). Intel will hold an auction each quarter, starting next week. In the first auction, three system builders would be participating According to AnandTech, it is likely that Intel can only deliver a few hundred per quarter. It is indicative that Intel can produce maybe hundreds of these each month, ergo the auction. And yeah that's the story, binned 14 core Basin Falls part will be old to the highest bidder, system integrators.
BTW look at that TDP ... 255W for 14 cores.
