I did played that game and finished while back, played that game at 1440p and no issues, I usually played this game during the night and 4-6 hours per night if I have spare time but never run to any issue on my PC, I played that game on W7 not W10, maybe I will try again to install and try game again if its performs like on W7
My spec has been that time X99 5820k with 4.5Ghz OC and GTX1080 and then played that game with GTX1080 Ti etc, although I run always 96GB RAM, but I played that game like with 5820k or 5960x and no issues and with like 1080 or 1080ti and no issues

Well it would likely try the swap file then, storing to the page file isn't uncommon for some data (Although some games seem to over use it.) but some of the reports for Final Fantasy 15 indicated it could leak pretty badly though I haven't followed if the first patch resolved this or not but it seems to have improved the situation at least and another one is in the works as well but there's no release date for that other than seeing the development branch on Steam being updated occasionally when looking at the SteamDB entry for the game.
Systems with 32 GB of RAM running into problems with low memory would be a pretty good indication of a leak where the game for some reason isn't clearing or unloading older data, other programs can also increase the leakage rate but I believe the first patch at least improved the issue and it's not as big of a concern as it was when the game launched.
(Game still likes a lot of RAM especially when pushing the settings higher but it's freeing up and clearing data now.)
And for Watch_Dogs 2 here trying to wrap the game up at long last I noticed it loads a ton of data at start-up but after a bit of reading and checking what's going on this seems to be nothing more than preloading of common assets and also much of the shaders while in-game it actually is pretty light on RAM usage for how detailed the city environments can actually be.
(Not so light on CPU or GPU however, dropping the extended view distance helps a lot though since it's intended for very powerful CPU's an high-end GPU's and some tweaking to the config file or modding defaultrenderconfig.xml can be used over having minor details or clutter visible all the way to the edge of the map.
