5600xt is coming in january will probably be 250-300$. Polaris users can hold until then in a search for an upgrade.
A decent 1660 super costs 250-270Eur in EU so yeah pricier than US.

I agree with you, the only market for this seems to be people building a new computer and who are willing to pay extra (over a Rx 580 8GB) for the reduced power draw. I'm not sure how large that market really is.
I think long term though, AMD will not be producing anymore Polaris series GPUs and this product looks more attractive when compared to Nvidia (due to more similar power consumption mainly). Still, it is going to take a long time for the glut of used Polaris GPUs to be off the market since so many of them were purchased for mining etc...
AMD needs a 5600 model more in my opinion, so I'm curious as to why they decided to bring this 5500 to market first. Of course all of the enthusiasts here really want a 5800 or 5900, but I wonder if that will just wind up being a 6xxx series at this rate.
