I assume its because OpenGL is neutral between green and red, kinda like how H tests games with PhysX off.

Using the Vulkan API wouldn't be neutral how?

Once the card is in a fully stressed status (in-game) it reaches roughly 389 dBA. This is considered to be silent.

Really? Because last I checked it was developed by the Khronos group.
AMD donated the Mantle spec and Khronos (with its many members, including NVIDIA) made it so that it would work with as much hardware as possible.

The CEO of Khronos group is an Nvidia employee.

Vulkan is fine, the Doom implementation is really good, it should be tested. The only argument I could see someone make is that it should be restested when the Async patch for Pascal comes out.
