The v56 is CHEAPER over here in the UK and that makes it perfectly acceptable to compare to a 1660ti, this whole range from nvidia has been a failure imho due to over pricing.
You are comparing to the wrong cards. Its a tier lower than those and meant to compete against the RX 590.

Depends on how much cheaper. And what cards is meant for. Because there is not small power draw difference too.
I am sure some scenarios will be better on green and other on red.
