We've mentioned the card a couple of times already, however, it just surfaced in the Eurasian Economic Commission website, actively listed with 4 GB of graphics memory.
According to earlier rumors, the GTX 1650 is to be released on April 30. The EEC website makes mention of MSI's GTX 1650 Gaming X 4G. More than the name is not known, but the 4G makes it clear, this card gets 4 GB of graphics memory. Specifications of the GTX 1650 are not known.
The card is likely based on a small TU117-gpu. The suggested retail price would be 179 dollars VAT.

Reasonable 1080p gaming GPU. I guess it will perform similar to RX570.
