NVIDIA GeForce GTX 1070 Boost Clock is 1683 MHz
Though I actually already added these numbers into our 1080 review yesterday, apparently today it is news. Nvidia posted specs and these now include clock frequencies as well. The 8GB GDDR5 memory will run at an effective clock frequency of 8000 MHz.
The GeForce GTX 1070 has the same GP104 GPU housed on it's PCB as the 1080, however it'll be cut-down GPU with stripped away segments, it has 1920 shader processors. This means it is has 15 out of the 20 SMs active (15 streaming multi-processors x 128 shader cores). The memory is clocked at 2000 MHz actual which is 8 GHz (GDDR5-effective) at a memory bandwidth of 256 GB/s. Single-precision floating point performance at 6.45 TFLOP/s. The card will start at 379 USD with the founders edition (reference card) costing 449 USD. Below an overview of the specifications:

On OC'd 1070 will hit 2.1ghz quite easily. Doesn't seem very low to me.
And since the card is out there's no way you can possibly know that

But it doesn't matter, it's not all about the MHZ for this card anyway, we all know that

Considering it has less memory bandwidth it wont have an advantage at higher ressolutions despite having a more Vram.
1070 would be a perfect 1440p GPU.

It has 10% less VRAM bandwidth on average. I guess a 980Ti owner can just drop their clocks by 10% and see how it would match up. But I imagine that it will run into bandwidth constraint before it hit 6GB of VRAM.
As Undying said, it's going to be a nice card for 1080/1440. I probably wouldn't expect to use it for 4K.

If the price gap is not too big, it is always better to go with new tech. It will have few nuts, and bolts more, and it will have better driver optimizations. So if it comes to 1070 vs 980(Ti) with similar performance for an upgrade, and 50-70 $ difference go for 1070.
But if you have 980(Ti) no point in changing early. Just w8 for few months, and if new cards beat old in upcoming games then you can upgrade anytime.
