MSI adds ZEN3 support to Series 400 Chipsets, even with 16 MB BIOS
AMD planned they would only offer ZEN3 support for Series 500 motherboard chipsets, the reversed that decision and stated 32MB BIOS ready motherboards can support ZEN3. Now MSI mentions Zen 3 support on its AMD 400-series Chipset Motherboards with 16MB ROMs.
Yeah, not confusing at all eh? But it's sufficient to say there will be wide support from motherboard manufacturers on the Series 400 chipset platform for ZEN3. Eric van Beurden over at MSI in a presentation confirmed that with the non-MAX motherboards (16MB BIOS) will get Zen 3 support as well as MAX (32MB BIOS) versions with a 'selective BIOS' option.

If this information really is as public as you say, it shouldn't be hard for you to find it. Reverse engineering is a slow and often difficult process. People do it when they have a strong incentive to do so. To reverse engineer AMD's firmware to figure out this 16MB limit is so oddly specific that nobody would have any good reason to check, especially since it wasn't predicted to see Zen3 on AM4.

PSP firmware is handled in SMU, so if you're going to argue that the firmware is the issue you're basically saying theres not a hardware limitation at all.
PSP is also a 32-bit ARM Cortex-A5, there are no concerns of rom length in these at all, given they have been used in android devices to boot 200+MB roms.

Nah, I'm alluding the fact that he got an intern on the line and not a real bios engineer, which btw, do not work at mainboard manufacturers - firmware blob developers =/= bios engineer.
