The free upgrade offer is the ‘assistive technologies’ which was still active. Initially, Microsoft should have halted that option to upgrade from Windows 7 and Windows 8.1 on the 29th of July 2016 reports myce. However, MS left the option for users who didn’t want to or were unable to, upgrade to Windows 10 for free.

In 2018, it remains possible that users may continue to install Windows 10 as an upgrade with an unused Windows 7 or Windows 8.1 product key. However, that only works with a clean install, an upgrade of the existing system is no longer possible.
