Metro Exodus PC System Requirements
Metro Exodus minimum and recommended system requirements are out now so have a look at them and find out if your PC is able to run the game. To get the best out of the game, you just need GTX 1070 at the minimum, but if you want to take it to the extreme, RTX 2080Ti is listed in the requirements.
That should be more than enough to run the game at 4K and 60 FPS, which is perfect for a first person shooter. Metro Exodus is set to launch on February 15, 2019, for the PS4, Xbox One, and PC.
At minimum and recommended, you should be able to run the game at 1080p with an average framerate of 30fps and 60fps, respectively. If you hit the high requirements, that’s bumped up to 1440p and 60fps. Finally, if you’ve got invested in a shiny CPU and a new RTX 2080 Ti, you’ll be able to play Metro Exodus at 4K and 60fps.

You must be new to PC gaming. See... prior to 2013 almost every PC game had countless graphical features that would turn on as the overall graphics setting was increased. Shadows, lighting, particle effects, volumetric effects, occlusion, etc had different levels of quality that were adjustable so the player could find an FPS sweet spot for their hardware. Hardly no developers do this anymore because PC graphics were crippled due to Sony and Microsoft requiring parity if the developer wanted to release the game on thier particular console. I have a feeling 4A is returning to that system now that much more capable consoles are out and both console makers seeem to have relaxed their crippling restrictions. Since 2013, pretty much all games look the same between settings, and resolution being the only major difference.
I've been gaming on PC since before windows. I missed the part where the settings were being changed and someone has already pointed that out. Your comment is unnecessary.
Still lacking an explanation why the CPU requirement goes up and everything you mentioned is mostly on the GPU. We'll have to see what the game is doing and what kind of settings it offers.
