I don't believe any animal would have the ability to make their own driving choices.
Would the dog just have drove off if the people weren't close by or would it have been trained to stay on the pavement?
I would like to see them do with with some type of monkey.

Lol I've seen people on the road that ARE worse, just followed some dingbat home from work doing 50 in the fast lane on a 70 road, totally clear road could have moved in to the slow lane and then kept on doing 50 in the fast lane when the road dropped down to 40. Clearly her trainer wasn't in the passenger seat tell her what to do.
