Intel Updates Graphics Command Center with Capture and Streaming Features
Intel performed an update towards its beta Graphics Command Center app. new features are game video capture and streaming. Features that NVIDIA and AMD have had for a long time already.
The game broadcasting feature is in testing so don't expect miracles just yet. You can download the beta Intel Graphics Command Center to test game streaming and recording. Graphics Command Center is a separate application from their Intel's Graphics drivers (DCH. The download is a mandatory Microsoft Store grab.
Keep in mind, only a few dozen games currently support the Intel features. The Graphics Command Center is initially only to be supported by integrated Intel graphics and creates a software path to Xe in 2020. Thanks, SH SOTN for the news submit.

The big players should all come together and just create a DirectX streaming or something on Windows, instead of the many, many screen capture software suddenly running on my system when I update drivers.
(Seriously Lenovo, I don't need your Nerve Center capture thingy, just give me manual fan control with a simple app.)

For people that stream game play on YouTube or Twitch, there was already software capable. There was really no need for AMD or NVidia or Intel to add such a feature to their driver package other than to simplify the process.

OEM agnostic capabilities for this exist already; native to Windows since Windows 8 if memory serves. Also, OBS has been a common choice for some time now. It's free, open-source, hardware agnostic, and on parity with advanced paid stream/recording capture.
