Intel says that there would be a scarcity of substrates in the third quarter as well. They mentioned to have shortages of substrates for its processors when it unveiled its quarterly figures.

Early this year, it was assumed that TSMC had a serious shortage of certain picture substrates, preventing them from finishing enough packages. Intel, it appears, has the same issue. The presentation has been transcribed by Seeking Alpha. Substrate shortages will be most obvious in the third quarter, according to Intel CEO Pat Gelsinger, and will last for several quarters.

It chooses to move various aspects of the substrate production process to its own factories to partially alleviate the problem. It's impossible to say how much of an impact there will be because we don't have any precise numbers on how severe the shortages are. In any event, increased prices are a distinct possibility.
