Have tested this on my Asus laptop(HD 3000) and have been able to reproduce the bug at least with my laptop. Tried DX and OGL games and no problems.

@AdamN - This driver doesn't support HD2000 or HD3000, so testing it is pointless. Supported products are actually listed in the article.

Isn't this old news? Windows 8.1 auto updates driver have a newer driver than this one.
Also, this driver is from November 01, 2013.

There seems to be a VSync bug with the latest Intel HD Graphics driver (15.28.12.2932/15.28.12.64.2932)
If you change VSync from "Application Settings" to "ON" from Intel Driver(Intel Control Panel) and then play a game in Fullscreen and change the in-game VSync from ON to OFF it will cause Black Screen (and will remains black, sometimes with random pixels on the left-side of the black screen)
*Tested on Desktop with Intel HD2000, and Laptop with Intel HD3000 on various directx games
The vsync bug seems to only affect DirectX games, but i don't have OpenGL games to test it further (i was testing the OpenGL from Unigine Heaven DX11 Benchmark)
