NVIDIA's latest flagship GPU is 3.0 GHz, MSI's Kombustor GPU stress tool used. The RTX 4090 can run at very high clocks with NVIDIA's new Ada Lovelace architecture. NVIDIA has shown already the card can run at 2.85 GHz with factory settings.

Gamers and overclockers can reach 3.0 GHz with Kombustor. The RTX 4090 can operate at 3.0 GHz / 615.8W or at defaults 425.6W / 2.64 GHz, according to Bilibili screenshots. 

The Leaker reported only GPU temperature and memory hot spots were missing. GeForce RTX 4090 has a 450W TDP. Most custom models are similar. Most cards have "OC" or "Gaming" modes with TDPs above 500W. Founder Edition GPUs have a power limit of 600W, which may explain why this test used a 600W card.

Or it'll be like Japanese Gentlemen Agreement, but with 450W instead of 276Hp - "it's not our fault you overclocked the graphics card beyond all the specs, standards, and limits" :D


I love this idea/concept.

For me, Intel AMD and Nvidia should sit together and agree on maximum thermals values that could be used by their CPUs and GPUs.

And if anyone breached that values, that would have to pay a penalty to the others, if they managed to say within the agreed values.

I know this is almost impossible to happen, but it would be really good.

@Ven0m I thought it was the Japanese government that was cracking down on them? That's why kei vehicles are so weird, because the restrictions were put on by the government and manufacturers tried to make the most of those restrictions. The Subaru Sambar is possibly the best example of this.

In any case, the biggest difference here is that those car manufacturers made pretty much everything in their cars. AMD and Nvidia pretty much just make the chips themselves but none of the rest of the PC. They have no incentive to agree upon such things. The market determines the demand and being a duopoloy, one of them just has to be only slightly better than the other (Nvidia has a better overall platform, AMD has better prices) and if you don't like it then that sucks for you. PSU and motherboard manufacturers aren't going to care because it just helps drive sales of more valuable components. OEMs are probably thrilled about it because by cheaping out on cooling, the parts will surely prematurely die, which means people will be forced to buy upgrades/replacements sooner.

So, I think a large government will have to step in, and basically tax the AIB manufacturer for making components that exceed a certain performance-per-watt. Since the AIB partners have razor thin margins, any additional costs would incentivize them to either optimize or otherwise lower the performance of the GPU. Since the chip manufacturer doesn't want to see their stats lower, they are then incentivized to make chips more efficient.

@ 600W it's not just a GPU stress tool. It's also testing PSU, case, case fans, CPU cooler etc etc

It also tests your circuit breaker (you have to account for the whole PC, the input wattage, and other devices connected to the same breaker), your air conditioning performance, and your wife's patience with electric bills and fan noise.
