Free to grab: Cities: Skylines free from Epic Games
In Cities: Skylines the development of a city is simulated, taking into account various factors such as crime, environment, taxes, traffic flow and education.
There are two types of workplaces: industrial and office. Additionally, the user can designate other districts, for example, to encourage the oil or agricultural industries. The look of the city or district changes depending on the settings specified.
Straight roads are possible, as are irregularly shaped roads. The network for the various zones is based on the street's path. Different street types (avenues, for example) and street widths (from dirt roads to highways) have varying effects on property values and noise pollution.
Along with roads, the player may construct bus, subway, and railway lines, cruise and cargo ports, passenger and cargo airports, and, with the help of numerous addons, tram, trolleybus, monorail, cable car, and ferry lines, taxi stands, and zeppelin and helicopter terminals. With the asset or map editor, you may modify current assets or create your own to use in the game. This enables the simulation of real-world towns and landscapes. [Wikipedia]
Cities: Skylines will remain free to download until Thursday, March 17, 2022, on the Epic Games Store. However, you may continue to play it after that, as the game becomes yours immediately upon purchase.

This is just another city simulator, but it doesn't appear to have anything to do with Maxis/EA. In any case, I hope they do better than the others, because the last city builder I enjoyed was SimCity 4.
Cities: Skylines has a lot more flexibility, it had some obvious improvements, some of which are just natural of improved computer technology. But, I overall found it a lot less enjoyable. I put hundreds of hours into SC4 but C:S I stopped after about 30. A lot of this has to do with the game being so broken without a handful of mods, but those mods make this single-threaded game run a lot slower than it already does. C:S seemed to prioritize creativity and customization, allowing you to build a city the way you want it to be built, and make minute tweaks just about anywhere and in any way you'd want. I think that's great, but they sacrificed a lot of realism and some of the challenges as a result.
So, what I hope from Highrise City is that it has the same level of immersion, customization, and detail as C:S but more of the same gameplay mechanics as SC4, while being able to properly utilize a multi-core CPU.

I didn't mean Maxis/EA. Read it as "SimCity", as genre.
Yeah, Cities: Skylines has a problem with mod API. Every new major version breaking a lot of mods. They can't get API evolution under control. It should be successive and expansive. Not a redesign with every major update.
Though I hope one day Transport Fever will implement urban planning (zoning) tool, so cities could be larger or just a single large city.
