My understanding is they removed the option and it isn't coming back. This is an AMD sponsored title, remember. Gears 4 always had it day 1.
The option requires a patch from TC to expose on nvidia now the new drivers are available, i believe?

Asynchronous compute as such should be vendor neutral though but it's also not a complete fix and it depends on how much it's used by the game engine and if shaders are what's holding performance back so 5 - 10% maybe under very ideal circumstances even if some newer game engines boast on the async compute workload they're now doing although this is also often from AMD sponsored titles and it plays to a strength they've at least said they've had but NVIDIA's newer hardware should also do well with this enabled now for Turing and probably Pascal also.
EDIT: It should just work unless the implementation or something in the driver is making it unstable but it might be a difference in how much it helps and the GPU's are kinda powerful as is so the gains could be comparably lower though total framerate might still be quite impressive just due to the sheer GPU power NVIDIA's cards hold which includes low-level API's such as DirectX 12 and Vulkan where NVIDIA has also been quite active in support and including performance.
Although it's clear Division 2 is going to need a game patch to fix that little mess and here will if Coalition is working with both AMD and NVIDIA the next patch should see asynchronous compute being available on NVIDIA.

Or possibly just override it in the config file but that could be unstable until the game data is updated which shouldn't take too long since they're planning monthly updates and probably bug fixes and hotfixes in-between content drops.

(0 or 1 with it just being a on/off thing.)
The game can reset it though or it might be forced off on NVIDIA hardware as well but it's something that can be tried though with uncertain results.
