If I am on build 19041.207 with this driver installed, should I be seeing the option for hardware accelerated GPU scheduling on a laptop with Intel HD 620 graphics?

I have never had problems with opencl. I don't know why it would have to start now.
You must be doing something wrong.
No, you're just ignorant/unaware.
SFC /scannow also replaces the drivers opencl with this broken version.
