I was almost sure it was closed , i will check again today , strange i never had this issue before
Like @Astyanax says, close afterburner. With Afterburner open it will continue to detect the RTSS process and load it because some of Afterburner's features (Monitoring/OSD) require RTSS to be running.

Forza Horizion 4 overlay never has worked. Horizion 3 and Motorsport 7 always worked.
Forza didnt had issues with previous 7.3.0 but i'll update anyway, thanks.

It does work but i use rtss by itself without afterburner.
Forza Horizion 4 overlay never has worked. Horizion 3 and Motorsport 7 always worked.
