woops, thought this was the 2.1 adapter.
have you got a second display connected and active?
It has the same problem when alone and if another is active.
Any res placed in the 4K x 2K group uses the displays max refresh at 4K which is 60Hz.
This was always the case but 1440p and 1080p didnt used to be in this group a long time back.
Once out of the 4K x 2K group, a ton of resolutions allow 120Hz.
Those in the 4K x 2K group dont allow it... at least, thats how it appears.

Faster compared to what and what options in CP exactly? This driver ain't showing when using main NVidia search option.
